Jerusalem------July 14............At the weekly Cabinet meeting today (Sunday):

1. Prime Minister Ariel Sharon opened the Cabinet meeting by expressing on his behalf, and on the behalf of the Cabinet, his deep sorrow on the passing of former IAF Commander Benny Peled. Prime Minister Sharon
described him as a special person, an outstanding pilot in the IAF, and an IAF Commander who was entrusted with the most difficult missions during one of the most difficult times the State and the Air Force has
ever known. He will be remembered as one out of the best of the IDF commanders, one of the best of the IAF Commanders and one of the best of the pilots.

On his behalf, and on the behalf of the Cabinet, Prime Minister Sharon extends his condolences to the family of Maj.-Gen. Benny Peled.

2. The Cabinet decided to refer the issue of Jewish settlement and community settlement to the public committee headed by Yaakov Neeman.
The Cabinet accepted Prime Minister Sharon's proposal as follows:

A. To define that Jewish settlement in the land of Israel is an expression of the fulfillment of Zionism, and is essential for the protection of the State, its security and its borders;
B. To charge the Public Committee for Constitutional Affairs and Basic Laws, headed by Dr. Yaacov Ne'eman, with examining the issue of Jewish settlement, and community settlement in general, and to make
recommendations to the Cabinet based on the legal situation;
C. To oppose the proposed law by MK Haim Druckman, or any other private bill on the issue that will be brought for a vote in the Knesset, before the aforementioned recommendations have been proposed to, and examined
by, the Cabinet.

Prime Minister Sharon noted that the Cabinet decided last week to authorize Cabinet Secretary Gideon Saar to examine changes in MK Druckman's proposed law. The examination revealed that there is a doubt
over whether there is actually a need for this legislation.

Prime Minister Sharon emphasized that the Government is committed to the values of Jewish settlement. This settlement determined the borders of the country, and currently, and for the foreseeable future, will
constitute an essential layer of the national security.

The Neeman Committee is made up of representatives of the various ideological streams that have joined together to make up the Government, professional people and jurists acceptable to all sides.

They are dealing with questions touching upon the identity of the State of Israel as a Jewish and democratic state. It would be correct for them to evaluate the current legal situation, non-legislative processes that can be undertaken, and if there is a need for legislation at all - what legislation.

3. Defense Minister Binyamin Ben-Eliezer briefed the Cabinet on the current security issues noting that IDF activity and presence in Palestinian cities is continuing as necessary in light of the many warnings that exist of attacks in Israel. The Defense Minister further said that the security forces have achieved impressive accomplishments in foiling intended attacks, but that despite the IDF activities in the cities, there still exists the possibility of terrorist attacks of all types, including serious ones, taking place because the motivation to
carry out terror attacks has not decreased. Furthermore, Defense Minister Ben-Eliezer said that the security establishment is following a policy of differential curfews in cities where the tendency is to ease up on the civilian population, but under no circumstances at the expense of security.

Defense Minister Ben-Eliezer noted that the phenomenon of mortar shelling exists in the Gaza Strip.

In the economic humanitarian area, in an effort to relieve the economic distress of the civilian population, the entry of 7,000 Palestinian workers into Israel has been permitted. Defense Minister Ben-Eliezer
believes that it is necessary to consider increasing this number in order to improve the economic situation of the population.

Defense Minister Ben-Eliezer related to the activities along the seam line and the Jerusalem envelope and clarified that he is accelerating the works as much as possible.

Defense Minister Ben-Eliezer also related to the Southern Command where the war against the smuggling of weapons along the Egyptian border through tunnels to the PA continues.

Defense Minister Ben-Eliezer also related to the intentions of Hizbullah in the north to carry out a significant large attack while IDF forces maintain their vigilance to prevent developments that will expand the cycle of violence on the northern border.

Jerusalem----June 23.....

1. Defense Minister Binyamin Ben-Eliezer briefed ministers on current security matters and pointed out that Israel has endured another difficult week in the confrontation with Palestinian terror.
Thirty-three Israelis were killed and over 90 were wounded, with the most prominent attacks being the suicide-attack at French Hill in Jerusalem, the suicide-attack at Pat junction in Jerusalem and the horrifying attack at Itamar in which five people were killed, including a mother and three of her children.

Defense Minister Ben-Eliezer said that Israel is facing a renewed wave of terrorism, most acts of which it foils but a minority of which succeed in causing us painful damage. In light of this wave of terror, Israel has decided to go back to deepening its preventive actions in the main Palestinian cities in Judea and Samaria, which constitute hothouses of terror.

At this stage, Israel is operating in Jenin, Ramallah, Bethlehem, Kalkilya and Tulkarm.

The presence in the aforementioned cities disrupts and impedes the carrying out of attacks and enables the enhanced exposure and destruction of terrorist infrastructures. Israel will stay in, and operate in, these cities as necessary; there is no intention to conquer the areas, but to conquer terrorism.

Defense Minister Ben-Eliezer said that he had approved the emergency mobilization of reservists. In addition to actions in the cities, the IDF and the security forces are carrying out preventive and counter-terrorist measures in rural areas.

Defense Minister Ben-Eliezer drew attention to the sharp debate in the Palestinian arena over the efficacy of the continuation of the violent conflict, including suicide-attacks in Israel.

2. The concept of a "seam area" was presented to the Cabinet.

Defense Minister Ben-Eliezer emphasized that from his point-of-view, this was a security separation design to impede - as much as possible - the infiltration of terrorists and war materiel into Israel; it is not a diplomatic-political separation.

Prime Minister Ariel Sharon stressed that the fence and the obstacles comprising the "seam area" are security measures, the construction of which does not express a border of any kind, political or otherwise. It is a means only. Following the discussion, which lasted several hours, the Cabinet decided as follows:

A. The Cabinet reiterates the supreme importance of unity, which enables it to stand as one body in the face of challenges and security and political problems in the future.

B. The Cabinet was presented with the security concepts of the "seam area", for the Jerusalem area, and for the eastern security zone, about which a discussion will be held.

C. The Cabinet approved the implementation of the first stage of the fence as it was presented by the security establishment.

D. The Cabinet decided to - in the framework of the first stage - approve the construction of security fences and obstacles, the objective of which will be to reduce the infiltration of terrorists from Judea and Samaria into Israel.

E. The fence and the other obstacles are security means. Their construction expresses neither a political, nor any other kind of, border.

F. Ministers may submit their proposals - in writing - regarding the placing of the fence to Prime Minister Sharon or Defense Minister Ben-Eliezer by June 30.

G. The exact and final placing of the fence will be determined by Prime Minister Sharon and Defense Minister Ben-Eliezer. The final placing will be submitted to the Ministerial Committee on National Security or the Cabinet. In the event that there is no agreement, Prime Minister Sharon will submit the matter to either the Ministerial Committee on National Security or the Cabinet for a decision.

H. Defense Minister Ben-Eliezer and Finance Minister Silvan Shalom will discuss the various budgetary issues.

An IDF force this afternoon (Sunday), 2.6.2002, during a sweep of the Balata refugee camp southeast of Nablus, discovered a major explosives laboratory in the home of Mahmoud Titi, a senior Tanzim terrorist who was killed in a 22.5.2002 IDF action.

Found in the laboratory were (inter alia): 12 gas balloon bombs,
hundreds of pipe bombs, and considerable amounts of explosive materials,
including phosphorous.

IDF forces blew up the laboratory.

A wanted terrorist disguised as a woman was arrested by the security forces during the aforementioned sweep.

The ISA on Friday, 24.5.2002 arrested Sanaa Muhammed Hassin Shehada, 27
year old resident of the Kalandiya refugee camp, who was involved in the
infiltration of the terrorist who committed the suicide bombing of Jerusalem's King George street on 21.3.2002 in which three Israelis were killed and dozens wounded.
She was arrested based on information that came out of the interrogation of Abed-el Karim Awis, a senior Tanzim leader in the West Bank who was arrested during Operation Defensive Shield.

Sanaa revealed under questioning that she was the friend and collaborator of Nasser Shawish, a senior Islamic Jihad figure in Jenin who was responsible for the organization of the Jerusalem attack, and agreed to his request to infiltrate the suicide terrorist, Muhammed Hashaika, into Jerusalem with the assistance of another woman named Kahira, and two other men.

Sanaa reconstructed the events of the attack for the ISA investigators including the pre-attack preparations, the methods used to get around the IDF road blocks, the props and disguises used to blend in with the surroundings and the method of escape.

Jerusalem--------March 30...........During IDF activity within the Mukata compound in Ramallah, many weapons used against IDF soldiers and Israeli civilians were found, and all this, under the eyes of the Chairman of the Palestinian Authority.

Jerusalem----March 4......Defense Minister Binyamin Ben-Eliezer recently signed an order banning Hamas-affiliated charitable societies in the territories and abroad.

In practice, these charitable societies constitute part of Hamas’s organizational infrastructure; they strengthen Hamas and aid in financing its terrorist activities.

Similar steps are being taken in additional western countries which are acting against terrorist organizations and their economic/logistical support networks.

Jerusalem----February 20.....Six IDF soldiers killed, one wounded in attack on IDF post:

Six soldiers were killed and another was moderately wounded in an attack on a military post near Ein-Arik, west of Ramallah. The families of the victims have been notified.

The wounded soldier was evacuated to a hospital where he received medical treatment for his injuries. Another soldier who was on duty at the post was unharmed.

A Kalashnikov rifle was discovered at the scene, which was probably used by one of the terrorists carrying out the attack.

The terrorists apparently escaped to Ramallah after stealing two M-16 assault rifles from the IDF post.

The IDF is investigating the event.


IDF Action in the West Bank:

Last night IDF forces acted against PA targets in the West Bank. Among the targets were Palestinian checkpoints through which Palestinian terrorists travel on their way to carrying out attacks on Israeli citizens and IDF soldiers. The Palestinian police manning these checkpoints either turn a blind eye or cooperate with the Palestinian assailants.

The PA infrastructure is teeming with terror and many of the terrorists are themselves members of the PA apparatus. The IDF will continue to act against the terror infrastructure in the Palestinian Authority until the PA exercises its responsibility for the areas under their control.

In the Nabulus area, the following checkpoints were targeted: the checkpoint east of Balata, the checkpoint near Kafr Kalil and a PA police station in Kfar Tel.

In the Ramallah area the IDF targeted the government building in Ramallah City and a checkpoint south of Ramallah.

IDF Arrests of suspected Terrorists:

IDF infantry forces took action last night in the PA controlled village of Farha, southwest of Ariel. The forces arrested two wanted Hamas members who are suspected of planning and carrying out attacks on Israeli citizens and soldiers in the area. In addition, five other Palestinians were arrested while in possession of four Kalashnikov assault rifles. The forces withdrew from the area in the early morning hours.

IDF forces and Border police arrested 13 Palestinians suspected of terror activity:

· seven were arrested in A-Shiukh, east of Halhoul;
· three were arrested in the village Umm Zalmona, south of Bethlehem;
· Two were arrested in the village of Ein Kinyeh, northwest of Ramallah and one was arrested at a road block near Ramallah.

All the arrested Palestinians were taken in for questioning.

The restrictions on Palestinian traffic:

As a consequence of the murderous attack carried out last night, west of Ramallah, in which six Israelis were killed, tonight the IDF prohibited Palestinian traffic on the roads to and from the Palestinian cities of Ramallah, Kalkilya, Nablus, Jenin and Tulkarm, and between the Palestinian villages in those areas.

As is the case with all closures and restrictions, Palestinian humanitarian cases will be allowed access.


IDF Action in the Gaza Strip:

As a result of the wave of murderous terrorist attacks perpetrated against Israelis in the last few days, and due to the PA's unwillingness to take action and fight the terror, the IDF, last night attacked three targets in the Gaza Strip:

· Palestinian BRDM armored vehicles in the "ANCER 2" compound near the city of Gaza.
· "The Joa'zat" also know as the blue Palestinian police headquarters in the Gaza City.
· A security compound in the city of Khan Yunis.

Last night, the Israeli Navy forces carried out operations in the presidential compound of the head of the PA in Gaza. During the operation, IDF forces targeted a number of Force 17 members and destroyed a Palestinian Navy Police vessel.

No IDF injuries were reported.

The IDF Spokesperson stresses that the IDF will continue to operate against the wave of Palestinian terror in order to insure the security and the lives of Israeli citizens and IDF soldiers.

At the weekly Cabinet meeting today (Sunday), 3.2.2002:

1. Israel Police Commissioner Shlomo Aharonishky briefed ministers on Israel Police activities during the past year, in which there were approximately 10,000 terrorist incidents in which 1,047 Israelis were injured.

Commissioner Aharonishky discussed Israel Police activities along the seam line, vis-a-vis persons staying illegally in Israel and regarding law enforcement operations in eastern Jerusalem, as well as the dedication of two new police stations in eastern Jerusalem, Israel Police actions against Palestinian Authority activity in Jerusalem and the strengthening of Israeli sovereignty in the capital. The Commissioner also discussed crime in Israel and traffic accidents.

2. Prime Minister Ariel Sharon gave details on his meeting with PA officials Abu Ala, Abu Mazen and Muhammad Rashid and made it clear that he invited them to the meeting after it had become clear to him that they did not know the exact nature of Israel's demands on the PA regarding the cessation of violence and terror. The Prime Minister made it clear during the meeting that the fulfilling of Israel's demands on the following issues was a prerequisite to entering diplomatic negotiations:

A. Genuine arrests, interrogations and trials of terrorists;
B. The dismantling of terrorist organizations: Hamas, Islamic Jihad, the Popular Front, the Tanzim and those elements of the Presidential Guard (Force 17) which are regularly engaged in terrorism. The Prime Minister emphasized that he had demanded that these organizations be disbanded and that their infrastructures be dismantled.
C. The collection of weapons held by the terrorist organizations, their delivery to the Americans, their removal outside the PA and their destruction.
D. Serious counter-terrorism operations; and
E. The cessation of incitement.

Prime Minister Sharon said that his PA guests had made several requests, among them: A halt to targeted eliminations, the opening of roads and the lifting of the closures, freedom of movement for Arafat and no movements into "A" areas or against PA targets.

Prime Minister Sharon responded to these requests and said that his interlocutors could prevent targeted eliminations by Israel by intensively dealing with the terrorists. Regarding the opening of roads, the Prime Minister made it clear that, unfortunately, the situation was such that acts of murder and terror follow the lifting of
the closures. Israel's objective from the outset has been to separate between populations which are not engaged in terror and terrorists.

Regarding Arafat, Prime Minister Sharon asserted that Arafat must arrest the murderers of Minister Rechavam Zeevy, those who dispatched them, and those who initiated the operation; and arrest those responsible for the Karine A.

Regarding not acting inside "A" areas or against PA targets, Prime Minister Sharon said that this depends on the Pa's actions.

Prime Minister Sharon reiterated that no diplomatic issues were raised at the meeting.

3. In accordance with the Bank of Israel Law, the Cabinet appointed Prof. Aviyah Spibak and Dr. Meir Sokolar as deputies to Bank of Israel Governor Dr. David Klein.

4. The Cabinet decided to approve Prime Minister Sharon's proposal to legislate regarding support payments to IDF reservists. It was also decided to establish a committee composed of Defense, Justice and Finance ministry representatives to hasten the preparation of the legislation. The Ministerial Committee on Legislation was charged with approving the draft legislation by the end of February subject to Cabinet approval.

5. The Cabinet approved Finance Minister Silvan Shalom's proposal to change the income tax code so as to change the first two tax brackets and lower the tax burden on low-income earners whose income is near the minimum wage level (up to NIS 4,000 per month).

6. The Cabinet discussed the issue of water allocations to the agricultural sector in 2002.

Jerusalem-----January 29.........Prime Minister Ariel Sharon was today presented with a Jerusalem security plan, during an operational discussion held at his Jerusalem office.

The plan, which has been coordinated with the Municipality of Jerusalem, was submitted by the IDF Central Command, the Israel Police, the Border Police and the National Security Council.

Prime Minister Sharon emphasized that the plan must be treated as a whole covering the Jewish and Arab neighborhoods alike. He said that even though there is no intention of altering the legal status of some
of the neighborhoods which are located in Area B, they must be considered part of the greater Jerusalem area.

Prime Minister Sharon said that he sees the Jerusalem security plan as a vital component in providing security for the city and directed that the required changes that came up in the discussion be implemented, and
presented to the security Cabinet as soon as possible for budgetary approval.

Public Security Minister Uzi Landau, Minister for Jerusalem Affairs Eli Suissa, Deputy Public Security Minister Gideon Ezra, Jerusalem Mayor Ehud Olmert, National Security Council Director Maj.-Gen. Uzi Dayan,
Jerusalem Police Deputy Commander Police Brig.-Gen. Ilan Franco and Finance Ministry representatives attended the meeting.



Jerusalem-----January 29..........Following are Prime Minister Ariel Sharon’s remarks at a special session of the Knesset plenum yesterday marking 53 years since the Knesset was established:

“Knesset Speaker,
Honored Knesset,

It is no coincidence that we are celebrating 53 years since the Knesset – the heart and soul of Israeli democracy – was established, on Tu B’Shvat. More than anything, the planting holiday symbolizes our renewed connection with the soil of the land and the Jewish people’s full historic rights over the Land of Israel.

Every year, Israeli children go out to plant in the soil of the hills and the open terraces, dig holes for watering and place a stick to support the tender saplings from damage from nature and the harsh environment, and thus express a historical continuity of several thousand years. Those same terraces on the mountainside that we see
today in Judea and Samaria, in the Binyamin area and in the Hebron hills, were built by our forefathers. As residents of the hills, only the Jews built terraces then for agriculture.

Thus, 53 years ago, in the spirit of the Declaration of Independence (<http://www.israel-mfa.gov.il/mfa/go.asp?MFAH00hb0>), we planted, in the hard soil of the terraces and their environs, which was, on the whole, hostile to the fragile Israeli democracy, the Knesset of Israel.
We planted this fragile sapling in the midst of a struggle for existence and a war for the home which we had come to and which we never, ever really left.

The Knesset was born in war and into a continuing security emergency, into hostility and economic, security and social challenges which created permanent tension between ‘the rule of law’ and ‘the rule of security’, and into a continuing struggle – with ups and downs – to preserve and defend the civil and human liberties to which we committed ourselves in the Declaration of Independence.

The Knesset’s holiday is the entire country’s holiday. This is the day of Israel’s victory as a fighting democracy characterized by a steadfast stand and struggle to realize the Jewish people’s historic rights in its
country on the one hand, and the fight to realize civil rights and equality of opportunity as the Middle East’s only genuine democracy, on the other.

Israel is a pluralistic society with broad representation from the entire political spectrum, and the Knesset, to our pride, is perhaps the only place in which those who oppose it and those who love it, secular
and religious, left and right, Jews, Druze, Bedouin and Arabs – all groups in the rich mosaic of rivalries and tensions – sit together to debate and discuss, occasionally, even if in strident tones, but always
in the fervor of parliamentary dynamism and action. The Knesset is the pulsating heart of Israeli democracy.

The Knesset also gives expression to our common aspiration for peace, to our hand which is outstretched, and to our gates which are open, to all those who seek a genuine peace for generations. But our enemies will
invariably be met with an iron wall, fortified and impregnable, a wall whose bricks are our faith in the justice of our cause, our commitment to democratic values and human freedom, and – above all – our determination and readiness to fight and defend these values, even if we are called upon to defend ourselves for a lengthy period. As David Ben-Gurion put it:

‘If Israeli democracy wants to exist for a long time, it must be armed with the means to defend itself and with the operational tools so as to prevent minorities – and not only non-Jewish minorities, but Jewish
minorities as well – from taking it over by force, whether from within or without.’

Honored Knesset,

We are in the midst of a continuous struggle for our way of life and our rights as a people, in a war of terror that has been imposed on us. Since September 11th, this struggle has found its way to the doorstep of
the free and democratic world. This is a war about our homes, about values, about a way of life that provides the only hope today for millions of people of different nationalities, who now stand on the precipice of a volcano of terrorist forces, and against the wickedness that threatens the stability and peace of the whole world.

On 5.3.1946, after the conclusion of the Second World War, Winston Churchill, then head of the opposition, gave his “Sinews of Peace speech”. His words are of value and significance to us, as well as to
our friends and allies who share with us a common way and destiny, especially after the terrorist attacks in the United States. And these are his words:

‘The dark ages may return, the Stone Age may return on the gleaming wings of science, and what might now shower immeasurable material blessings upon mankind, may even bring about its total destruction.
Beware, I say; time may be short. Do not let us take the course of allowing events to drift along until it is too late. If there is to be a fraternal association of the kind I have described, with all the extra
strength and security which both our countries can derive from it, let us make sure that that great fact is known to the world, and that it plays its part in steadying and stabilising the foundations of peace. There is the path of wisdom. Prevention is better than cure.’

In this spirit I say a prayer and a blessing for the Knesset on its day of celebration: That we should know to find the correct balance between standing steadfast in the prevention of the dangers that lay waiting at
our doorstep and legislative initiatives to foster democratic values, tolerance and unity in the spirit of the prophets of Israel and the heritage of the Jewish people.

Blessings to us all, Members of the Knesset, on this day of celebration.”

Jerusalem----January 13.......Prime Minister Ariel Sharon last night spoke with Russian President Vladimir Putin and updated him on the situation on the ground, mainly regarding the dangerous developments in the link between the Palestinian Authority and Iran, and the direct involvement of the latter in both smuggling weapons to the former and in terrorism.

Prime Minister Sharon said that the PA is trying to equip itself with large quantities of weapons in violation of the agreements and stated that Israel is making every effort to foil the smuggling of weapons.
The Prime Minister added that the PA is neither making arrests nor conducting investigations and is not taking any counter-terrorist measures.

President Putin asked Prime Minister Sharon to continue updating him on dangerous developments in the region.

Prime Minister Sharon invited President Putin to visit Israel.

Jerusalem----December 31......At the weekly Cabinet meeting yesterday:

1. Defense Minister Binyamin Ben-Eliezer commented on the security situation last week and noted that for the second week in a row, there has been a decrease in the level of violence and the scope of attacks.

Defense Minister Ben-Eliezer said that partial credit for this may be attributed to Israeli policy which has succeeded in bringing heavy internal and external pressure to bear on the Palestinian leadership and which has pushed it into acting on the ground. The Defense Minister also made it clear that one must not be deluded into thinking that Israel has achieved peace and quiet since the Palestinian Authority is only operating superficially and because the heart of terrorism has not been hit, and planning for deadly attacks continues. The Defense Minister commented that most of the dangerous terrorists are still at large and added that most of the infrastructure for terrorism has not been hit.

Defense Minister Ben-Eliezer said that he has directed the IDF to ease the tight closure on relatively quiet areas such as Jericho and Bethlehem and to allow Christmas celebrations to proceed as usual.

2. In response to a question from Tourism Minister Benny Elon regarding Foreign Minister Shimon Peres’s contacts with Abu Ala, Prime Minister Ariel Sharon made the following statement:

“Israel is committed to peace and will make every effort to achieve it.
In accordance with Cabinet and Government decisions, diplomatic negotiations may not be held with the PA while terrorism continues and as long as the critical steps to arrest and punish terrorists, foil terrorist attacks, and disband the terrorist organizations have not been taken. No discussion on diplomatic issues will be held – including the issue of a Palestinian state – without Cabinet discussion and approval; this is the existing policy. Contacts with PA officials – in accordance with Cabinet decisions – can be about the cessation of terrorism, violence and incitement only.”

Foreign Minister Shimon Peres said that his mandate is to conclude a cease-fire, and if diplomatic negotiations come up, the issue will be submitted to the Prime Minister and the Cabinet.

3. Labor and Social Welfare Minister Shlomo Ben-Izri briefed the Cabinet on the handicapped strike. The Minister detailed the compensation the handicapped receive and commented on their demands. The Cabinet decided to establish an inter-ministerial committee headed by the Assistant to the Director-General of the Prime Minister’s Office, and including representatives from the Labor and Social Welfare, Finance, and Health Ministries, and the National Insurance Institute, to conduct continuous negotiations with representatives of the striking handicapped.

Jerusalem----December 23.......Contrary to reports in this morning’s editions of Ma’ariv and Yediot Ahronot, Prime Minister Ariel Sharon’s Bureau wishes to make clear the following:

The reports – whose appearance is astonishing – are imaginary and without any foundation. Prime Minister Ariel Sharon and the entire government have decided that the State of Israel will not conduct diplomatic negotiations as long as the following conditions are not met:

1. Terrorists, as well as those who dispatch and operate them, must be arrested;
2. Illegal weapons in Palestinian Authority territory must be collected and turned over
to the US;
3. Terrorist organizations’ infrastructures must be dismantled and their leaders must
be detained;
4. Effective counter-terrorist operations must be undertaken;
5. Incitement must cease.

Jerusalem----December 16.....Defense Minister Binyamin Ben-Eliezer today sent King Abdullah of Jordan, President Hosni Mubarak and the leaders of their security establishments messages of greetings on the occasion of the Eid el Fitre Holy day.

Defense Minister Ben-Eliezer emphasized that “the wave of terror attacks illustrates the urgent need to put an end to the bloodshed and killing of innocent victims. I fervently hope that this holy day will mark the resumption of diplomatic negotiations on the basis of mutual respect, understanding and cooperation with the clear viewpoint that terrorism and violence do not go hand in hand with the drive to peace.”

Defense Minister Ben-Eliezer also expressed in the message his personal appreciation to President Mubarak and King Abdullah for their efforts to stabilize the region, and advance the peace process.


ARAB TERRORIST INJURES 10 IN HAIFA SUICIDE BOMBING

Jerusalem----December 9......Arab terrorism continued to challenge Western democracies this morning when a Palestinian suicide bomber blew himself up adjacent to a bus stop at the Checkpost Junction near Haifa.

At least eight casualties have been admitted to Rambam, Carmel and Bnai Zion hospitals in Haifa according to Magen David Adom spokesmen. Two people also arrived at Ha'emek Hospital in Afula suffering from trauma.

At least 23 people were hospitalized, according to a government statement.

Two alert Israeli police officers averted a massacre when they noticed and took action against the terrorist before the explosion. The police fired at the bomber before he detonated the nail and screw-studded device he was wearing.

Northern District police chief Cmdr. Ya'acov Borovsky said the bomber intended to carry out the attack on a northbound bus.

Minutes after the blast, flames leaped from the body of the bomber lying on the street just in front of the bus stop, which was only slightly damaged.

Firefighters, crouching behind a traffic barrier in the middle of the road, fearing additional blasts, aimed a fire hose at the burning body.

Police sappers found and blew up a second belt-bomb in a controlled explosion at the scene of the attack.

Two Environment Ministry mobile units are at the scene checking for traces of chemical or biological weapons in light of recent military Intelligence reports. It is believed that the use of rat poison was used in the recent Jerusalem suicide bomb attack, but it's effectiveness was neutralized by the fire and flames of the attack.

Haifa area head Reuven Robert told Israel Radio this is the first time such units have been used in the Haifa district. He said samples were taken for laboratory analysis.

This was the second attack in Haifa in a week.

Last Sunday, a suicide bomber blew himself up on a Haifa bus, killing himself and 15 other people, a day after two suicide bombers hit downtown Jerusalem, killing 10 people.

In related news, IAF helicopter gunships fired missiles at Palestinian Intelligence and Force 17 headquarters in Rafah, southern Gaza, early yesterday.

Both sites were empty, as the Palestinians had evacuated their personnel prior to the attack, and thus no one was wounded. The attack was the second on Palestinian targets within 24 hours.

Jerusalem-----December 2.....The Ministerial Committee on National Security (Security Cabinet) convened this morning at the Prime Minister’s Tel Aviv office. Foreign Minister Shimon Peres chaired the meeting as acting Prime Minister in the absence of Prime Minister Ariel Sharon.
The Security Cabinet heard briefings on the security events of the past days in which many Israeli civilians were killed and wounded.

The Security Cabinet unanimously approved the urgent proposals put forward by Defense Minister Binyamin Ben-Eliezer and Chief of Staff Shaul Mofaz.

Continuation of the deliberations on security policy will take place upon the return of Prime Minister Sharon from the US.

Foreign Minister Peres, the Security Cabinet and the government, share in the heavy grief of the victims’ families, and wish the wounded a full and speedy recovery.

Jerusalem----November 25.....The ISA has recently uncovered an extensive terrorist infrastructure in the Ramallah and Jenin areas, supported by Iraq and the pro-Iraqi Palestine Liberation Front led by Mahmoud Abbas, an Iraqi based member of the Palestine National Council. Abbas’s deputy is Ala Hasin, aka Ali Mustafa, who was one of the hijackers of the Achille Lauro and was responsible for the group’s training camps, logistics and the carrying out of attacks. The terrorists who belonged to this infrastructure received the military training in training camps in Iraq.

The Iraqis provided financing through their intelligence services, as well as various military supplies, a portion of which was smuggled into the Palestinian Authority areas in PA official Abdul Razek Yehiye’s vehicle, which has VIP license plates and – as per the Oslo Agreement – is not searched at border crossings.

The ISA has detained more than 15 people, several of whom had undergone military training in Iraq in which they were trained in the use of small arms, RPGs, machine guns and hand grenades. They were also trained in the use and production of explosives and detonation systems including
electrical, chemical and cellular detonators. They also participated in military exercises, physical training and navigation exercises. The foregoing was accompanied by lectures with a strong ideological content, championing the armed struggle to liberate Palestine.

Funds for the group were sent from Iraq via couriers, and via Jordanian banks that used bank-to-bank transfers to send the money to banks in the PA.

Members of the infrastructure, which planned to perpetrate spectacular attacks within Israel at Ben Gurion airport as well as in the centers of Jerusalem and Tel Aviv, managed to commit a number of attacks, among them:

The abduction and murder of the late Yuri Gushchin from Jerusalem this past July.
Planting a bomb in the vicinity of the Checkpost junction in Haifa in which three women and two police officers were lightly wounded.
Planting a bomb aimed at IDF soldiers in the vicinity of Um Safa. The bomb was discovered and neutralized. In addition, shooting attacks against vehicles traveling on bypass roads in the vicinity Ramallah/Binyamin.
Attempting to plant a bomb on a bus of soldiers in the Jenin region which was not carried out due to an altercation with an IDF force.

Following are the main figures arrested from among the extremists in the terrorist framework:

1. Muhammed Kundos, resident of Senjil, recruited by PLF Secretary – General Abu el Kabas, in order to direct the activities of the framework within the boundaries of the PA.
2. Mamoun Hamdan, resident of el-Bireh, responsible for the acquisition
of weapons for the organization. During the course of his questioning, he revealed 400 kilograms of materials to construct bombs, which he had bought from merchants dealing in the sale of chemicals.
3. Jalal Mutzlah, resident of el-Bireh, served as the organization’s
courier and passed on funds and messages between the West Bank and Jordan.
4. Ali Udeh, resident of Dir Amar, served as the driver of Abed el Razek Yehiyeh, head of the PA’s monitoring committee, and smuggled weapons for the organization under the cover of his immunity.
5. Other terrorists arrested were: Metbah Salah, resident of Jedirah, Nidal Ziad, resident of Kalandiya and Ahmed Hadir, resident of Atarot, who were all involved in the abduction of late Yuri Gushchin and handing him over to his murderers.

Jerusalem-----October 28......Following security consultations held this evening, Prime Minister Ariel Sharon has authorized the security establishment to continue preparations for the withdrawal of IDF forces from Beit Jala and Bethlehem according to the conditions which have already been determined and as per Palestinian compliance with these prior conditions.

Prime Minister Sharon emphasized the importance of the continuation of operational activity on the ground and has issued directives to the security establishment in light if the attacks that occurred earlier today.



Jerusalem-----October 28......An ISA [formerly GSS] and Israel Police Northern District CID investigation have revealed that a number of brothers from the Abu Latif family from the Galilee village of Rama have been involved in the smuggling of explosives and other weapons from Lebanon into Israel.

Four family members have thus far been arrested in the affair which has been under investigation since the September. The four are Latif Abu Latif, Loay Abu Latif, Alla Abu Latif from Rama, and Alla’s
brother-in-law Roni Mazhar from Daliat el Carmel. An additional suspect, Suleiman Abu Latif, is wanted by the police, and is still at large.

The above mentioned suspects, as well as other members of the Abu Latif family in Rama, are known to police for their criminal activities over recent years, mainly in the area of illegal drugs and weapons.

Investigation of the affair has revealed connections between the suspects and Lebanese drug lords who are connected to Hizbullah and operate on its behalf.

It was clarified during the investigation that the Hizbullah has taken control of the area adjacent to the border fence, and has conditioned the continuance of the Lebanese and Israeli drug traffickers’ drug flow to Israel on the supply of services to Hizbullah.

Evidence has been gathered during the investigation that around the months of April or May the suspects were involved in smuggling packages from Lebanon across the security fence into Israel. The packages contained, among other things, four claymore explosive charges, a mortar, explosive detonators, pistols and hard drugs.

Part of the package contents, including explosives and the mortar, were located and seized by the police and ISA based on information from the investigation.

It was clarified that the suspects concealed the explosives and weapons in Israel pending directions from the Lebanese regarding sources in the territories or Israel who were supposed to receive the weapons and transfer them to PA territory.

The Haifa District Attorney’s Office will soon indict the suspects in Haifa District Court on charges of contact with a foreign agent, importation of – and trafficking in – weapons, importation of – and
trafficking in – dangerous drugs, providng services for an illegal organization, concealing aid to an enemy and conspiracy to aid an enemy.

 


Jerusalem----October 18......A group of seven, peaceful, civilian Israeli hikers had stopped their jeeps at a scenic overlook in the Judean desert when Lior Kaufman, from the Gush Dan area, was shot in the head by Arab terrorists. He died shortly after.
Shlomo Mishki and Amnon Shakouri suffered light to moderate wounds, one in the face and hand and the other in the hand.

The Foreign Minister of Denmark describes this as "good terrorism" as opposed to Bin-Laden which is "bad terrorism". And President Bush wants Israel to show "restraint" in response to the assassination of an Israeli Government Cabinet Minister while he (Bush) wants Bin-Laden and other terrorists: "Dead or Alive"!

“Together with the citizens of the State of Israel, President Moshe Katsav deeply mourns the death of Maj.-Gen. (res) Minister Rechavam Zeevy, who was assassinated by despicable and worthless assassins in a severe act of terrorism.

The late Rechavam Zeevy was a reflection of his homeland, one of the Israeli people’s great patriots, a fighter and an outstanding military man, possessed unsurpassed knowledge of his country, and was a great leader.

We all grieve over his death. I am certain that together we will overcome. Terror will not change our path or affect our faith.

Jerusalem-----October 1.............Following the meetings held today between Israeli and Palestinian commanders in the various districts, Defense Minister Binyamin Ben-Eliezer has approved several additional measures to ease the closure on the Palestinian Authority areas:

1. The roadblocks around Jericho will be fully opened; strict care will be taken that only approved Palestinian vehicles travel on the Jordan Valley highway (#90).

2. Tanks will be withdrawn from areas of friction in those districts where quiet is maintained and there is security coordination.

3. Traffic - including passage through checkpoints - will be eased throughout Judea, Samaria and the Gaza Strip, such as the full opening of the Gaza-Rafiah route to traffic.

Defense Minister Ben-Eliezer also directed the IDF to - as much as possible - refrain from harming civilian populations and to strictly adhere to the existing open-fire orders.

Defense Minister Ben-Eliezer emphasizes that the measures which have been approved, as well as those which were carried out yesterday, are in accordance with the government's decision to exhaust the diplomatic process with the goal of bringing about a cessation of terrorist attacks. This is in spite of the fact that the Palestinian Authority has still not fulfilled its part of the agreement according to the Tenet document.

Defense Minister Ben-Eliezer will consider further security measures according to the level of violence and the degree to which the PA upholds the agreement.

 


 

One Israeli Dead, Five Wounded in Highway Terror Ambush

Jerusalem----August 6.......One Israeli woman was killed this evening and four Israelis were wounded when Palestinian terrorists opened fire on their vehicle between the communities of Alfei Menashe and Karnei Shomron.

Tehiya Lomberg was murdered, her husband, Shimon, and daughter, Tzippi, 14, were seriously wounded, and two other children and a hitchhiker were injured in the attack.
Emergency medical teams evacuated the three seriously wounded shooting victims to the Rabin Medical Center-Beilinson Campus, Petah Tikva.

The gunmen opened fire from a passing car, Army Radio reported. Security forces are using both ground and air support in their search for the terrorists at this time.

Alfei Menashe is located east of Kfar Saba, not far from Palestinian Authority-controlled Kalkilya.




Tel Aviv Central Bus Station Closes Due to Discovered Bomb

Tel Aviv----August 3......An alert security guard at Tel Aviv's Central Bus Station was responsible this afternoon for preventing a major terrorist attack. The Israeli guard, in performing a routine check of hand bags, alerted police to a Palestinian woman who refused to allow him to check her belongings.

Israel Radio reported that police sappers discovered a bomb inside the woman's belongings consisting of 4 kilograms of explosive materials packed with nails and metal shards.

After the woman from Nablus was arrested, the bus station and surrounding area was closed to all traffic and buses were rerouted to the old bus station.

Thousands of Israeli police, military, private commercial security guards and security volunteers remain on high alert throughout all of Israel's commercial and residential centers.

Jerusalem----August 2......An alert and courageous Israeli bus driver averted a terror bombing this afternoon on his bus near the upper Jordan Valley city of Beit She'an.

The driver, Menashe Nuriel, l who works for the Egged Bus Company, spotted a young Palestinian man carrying a bag onto his northbound bus. According to Army Radio he immediately order the suspicious Palestinian off his bus. When the terrorist was about ten feet from the bus, the driver ordered him to open his bag. As the terrorist then attempted to reach for something under the bag, a possible attempt to detonate the bomb, the driver then grabbed him and threw him into some nearby bushes. The driver screamed to the passengers to open the bus doors to allow waiting soldiers to come to his aid.

A high-powered cellphone-activated bomb was found inside the bag and was neutralized by police sappers who were on the scene within minutes. The large duffle bag, weighing 22 pounds and packed with nails and scrap metal, contained three mortar shells, explosives and a triggering device.

The terrorist was arrested and is presently being interrogated by security personnel.

Police officers and military personnel are presently using both ground and air surveillance to search the valley for other terrorists, Israel Radio reported.

All of Israel's commercial and residential centers remain on a high security alert today with both Israeli police and military setting up roadblocks throughout the country.



Israel Under Constant Attack by Suicide Bombers, Terrorist Snipers and Mortars
As Other Nations Advice: "Don't Defend Yourselves"

Jerusalem----August 1....In the past 24 hours five Israelis were injured by terrorist snipers inside Israel while driving on Israeli roads. Mark and Michelle Kam of Dolev were on their way home with their son Itai, 17, when bullets penetrated their car. They were seriously wounded and taken to hospital. The Jerusalem neighborhood of Gilo came under terror sniper gunfire with two apartments sustaining damage. In the south of Israel over two dozen mortars shells have fallen.
Israel is under siege and is taking every effort to defend her civilian populations from more attacks.

The IDF took defensive action yesterday against a terrorist Hamas group in Nablus, killing eight people. The term: "defensive action" is not public relations or spin terminology - it was literally defensive action against two men who had already killed 31 innocent Israelis (many of them Israeli teenagers in Tel Aviv) and were presently planning more terrorist attacks inside Israel. A sign outside the front door of the Hamas office, still intact, identified the place as the Palestinian Center for Studies and Media. "These people were sitting safely in their office," said Ahmed Saker, identifying himself as a Hamas member. "It was an office for study." Yes - an office for the study of killing Jews.

The fact that two children were killed, is the sole responsibility of Hamas. What were two children doing inside the West Bank military headquarters of Hamas? Being used as "human shields"? But still Israel painfully acknowledges and expresses deep regret for the loss of those children. Israelis do not place nor push their children to the front of violent demonstrations. Demonstrations which include automatic M-16's, grenades and Molotov cocktails. Nor do Israeli parents receive "award money" once their children are injured or killed! The humanistic, Western cultural values for which Israelis live and are judged by are very, very different from those that you will find in the streets of Gaza, Damascus or Teheran. With all of the frustration and anger, Israelis do not and will never have snipers pointing their rifles at babies.
Israel does all it can to avoid harming innocent civilians when defending herself - all that is humanly possible - including getting her own civilians and soldiers killed.

The United States and Great Britain have criticized Israel's attack yesterday against Hamas as being "excessive". The INA knows that these words bear no truth - that they are being spitted out for the mere benefit of the Arab lobby.
But one still must ask only one simple question for those diplomats sitting in safe and distant capitals: "How would you defend your civilian populations against terrorism?"

We know that the United States and the UK bombed Tripoli and takes military action daily over Iraq to curb terrorist threats. But what - what would the USA do if Buffalo, New York came under mortar fire from Canada or Palestinian terrorists were firing at cars on the Long Island Expressway. What if Manchester or Leeds came under attack by snipers? We can assure Washington and London that Israel would not use the words "excessive force" for any response taken. Please let's remind all of Mr. Tony Blair's remarks stated after the Palestinian suicide attack in June which claimed 24 teenagers in Tel Aviv: "London would not be so nice" (regarding response).
So now - what should the Israeli government do - send a polite letter to Iran and Syria kindly requesting that they stop shooting at us and await a cordial reply?

No Western government has ever sustained so much blood, exercised so much restraint against terrorist attacks than the State of Israel.
If a group of American teenagers were hanging out outside a disco in Atlanta, Kansas City or Seattle and were blown apart by a terrorist - again we ask - what would you do? Please enlighten us as to what specific actions to take. How much more restraint should we illustrate to the world as our children are being murdered in their homes, on their streets, in their shopping centers and in their play parks. The INA asks: "What would you do?"
Did someone mention the "Powell Doctrine"?

American and British diplomats should be congratulating the Israeli people for exhibiting courage for sitting on the front line of Western democracy against Islamic terror - rather than mumbling and turning their backs at such a critical time. To our friends in Washington and London - you are sending out the wrong signals - verbiage which will accelerate violence, not reduce it. One does not have to be a psychologist to understand Palestinian reaction to your brief retreat. With regards to regional stability - any words of dissent to Israel can be far more devastating and deadly than a terrorist's bullet!

If we, Israel, make a mistake - we will be the first to admit it. But defending ourselves is no mistake.




TERRORIST CAR BOMB PARKED INSIDE RESIDENTIAL GARAGE SENDS WARNING: STAY ALERT!

Jerusalem----July 29......A Palestinian terrorist car bomb partially exploded in an underground residential parking garage in Jerusalem this afternoon. Two Israelis were lightly wounded and others were treated for shock.

This terrorist car bomb should serve as a reminder that all Israelis should check their cars for signs of a break-in on their car doors and the car's back trunk.
Israeli police issued this warning two weeks ago. Palestinian terrorists are using the quiet cover of residential neighborhoods and the cars parked there as unsuspecting targets.

According to security reports, several explosive devices were set inside the vehicle today but only one of them actually detonated. Police sappers said that if all the bombs had detonated, the building may well have collapsed.

Residents of the targeted apartment block and the two neighboring buildings were evacuated by police as a search continues for more terror bombs.
Israeli police have warned this evening of having solid intelligence that a Palestinian terror attack in Jerusalem is imminent.



PA Launches Mortar Attack;

Jerusalem----July 28......The PA launched deadly mortars on Israeli civilian targets last night, again breaking the Tenet Cease-fire agreement. Israel, which has repeatly requested that Arafat stop the terror attacks, sent IDF helicopters into Gaza and fired missiles at a weapons factory used by the PA / PLO to produce arms, including mortar bombs.

The IDF said it took defensive action near the Khan Younis refugee camp in southern Gaza and that all IDF pilots returned to base reporting direct hits. No casualties were reported on either side, as Israel, still following a policy of resrtaint makes every effort not to harm civialians when responding to terrorist attacks.

"Following the firing of mortar bombs this evening at the Gadid (Jewish) settlement, air force helicopters attacked a structure used to manufacture weapons," the IDF said in a statement.

Palestinian witnesses said they saw a helicopter gunship fire three missiles near Khan Younis, but could not locate the impacts of the projectiles.

On Friday, IDF tanks destroyed police posts that the Palestinians were using to fire at Israeli targets. The Palestinian police position's belonged to President Yasser Arafat's Force 17 in the West Bank city of Ramallah, confirming the IDF accessment that the PA has become a "terrorist entity".

Jerusalem-----July 27.....Palestinian terrorists opened fire on an Israeli family last night, killing Ronen Landau, 17, of Givat Ze'ev. Ronen's father and brother just missed the three bullets which entered the car and are presently being treated for shock. The attack took place on the Jerusalem-Givat Ze'ev road.

Landau was returning home with his family from Jerusalem when the shooting occurred. Soldiers and police sealed off the area and began searching for the terrorists.

Shortly before the attack, the same terrorists pointed their guns at babies and children who were sitting in a playground in Givon. No casualties were reported.

Earlier yesterday, Chief of General Staff Lt.-Gen. Shaul Mofaz defended his claim that the PA is a "terrorist entity." "Part of the terror and violence is being perpetrated by the Palestinian security apparatus, Fatah people," Mofaz said.

Foreign Minister Shimon Peres recently criticized Mofaz for making such remarks, saying they cause great damage. He said it isn't for the head of the military to make such political statements. "From figures given to me, at least 57 of the Israelis killed, 42 percent of those killed, were killed in attacks carried out by the Palestinian security apparatus and Fatah activists," Mofaz told Army Radio. "I ask you, what can you call an authority which carried out about half of the attacks against us and is responsible for half of those civilians and soldiers killed?" Mofaz said. "The blood in on the hands of a large number of Palestinians who are connected to the security apparatus and Fatah.

He also downplayed the beefing up of forces around Jenin and Bethlehem last week, saying that the IDF only put existing forces on alert to take action if the mortar fire on Gilo did not cease. He said no troops had been rushed into the territories and that the entire matter was blown out of proportion.

Israeli security forces quickly retaliated for the attack targeting Palestinian security posts in the West Bank just hours after the shooting. "In reaction to yesterday's terror attack in which a 17-year-old youth was killed, the army removed three Force 17 outposts at the entrance to Area A, two north of Ramallah and another in Beitunia, west of Ramallah," an IDF spokeswoman said.

The Council of the Settlements in Judea, Samaria and Gaza Strip (Yesha council) released a statement calling on the government to end what it called a "virtual" cease-fire.
In Washington, U.S. Middle East envoy William Burns said before Thursday's killing that Palestinian President Yasser Arafat must do more to rein in militants.

 



Israeli Teen, Tortured and Murdered by Palestinians


Jerusalem----July 25..... Family and friends buried 18-year-old Yuri Gushchin last night, hours after the PA returned his body to Israeli authorities. Gushchin, whose bullet ridden body was discovered by Palestinians near Beit El yesterday morning, is believed to have been kidnapped and tortured.

Yasser Arafat's Fatah organization has claimed responsibility for "the killing of a settler in Ramallah."

Israeli security services are presently investigating whether Gushchin was abducted near his home in the north Jerusalem neighborhood of Pisgat Ze'ev or in the city center, from where he reportedly called his girlfriend prior to his disappearance.

Gushchin was to be drafted into the IDF next month.

Defense Minister Binyamin Ben-Eliezer said the fact that the Palestinians handed over the body did not mean they had changed their attitude. "I haven't seen any change in the territories. What we have now is not a cease-fire, nor is it anything that comes close to a cease-fire," he said.

US Ambassador Daniel Kurtzer condemned the killing after presenting his credentials to President Moshe Katsav yesterday.

"On behalf of all the American people, I express shock and regret over the events this morning. our hearts go out to the family involved."

In Gaza yesterday, Palestinians threw at least 13 grenades and fired several shots at soldiers patrolling the Egyptian border. Last night in the West Bank, shots were fired at an IDF position at Kafra Um Tsafa north of Ramallah.

Chief of General Staff Lt.-Gen. Shaul Mofaz said yesterday that the Palestinian Authority is continuing with its policy of "terror and violence," and that he does not see the current situation as a "cease-fire." Mofaz, speaking before the Knesset Foreign Affairs and Defense Committee, said that since the Tenet cease-fire plan was accepted by the sides, there have been more than 600 attacks carried out by the Palestinians. Sixteen Israelis have been killed and 97 wounded in the incidents. Mofaz said the PA is "controlling the level of violence," and trying to make it appear as if it has not violated the cease-fire.

He noted that today there is a clear division of labor, with the Tanzim carrying out violent attacks in the territories, and Hamas and Islamic Jihad responsible for terror attacks within Israel. Mofaz stated that, since the Tenet accord in June, the IDF has changed its open-fire regulations to allow firing only when there is a threat to life.

At least 129 Israelis and 13 Israeli Arabs have been killed in the 10-month period of violence and incitement created by Palestinian Authority.


16th Maccabiah Concludes Successfully in Jerusalem

Jerusalem----July 24......The 16th Maccabiah Games came to a warm and cheerful close yesterday evening in Jerusalem. Over 3,000 Jewish athletes coming from 44 countries enjoyed a spectacular farewell show at the "Sultan Pool".
Prime Minister Ariel Sharon, Jerusalem Mayor Ehud Olmert and organizers of the International Maccabiah saluted the athletes, not for their performance on the field, but rather for being on the field.

The 16th Maccabiah Games were in deep doubt of materializing up to one week before the torch was lit. Security was on everyone's mind. The athletes and their families were subject to violent television soundbytes, but yet braved the bloody images to arrive in Israel. The ink still wet, opening ceremony programs were delivered to Teddy Stadium in the middle of the festivities. The United States delegation was determined to show and the remaining countries, not to be outdone by the Yanks, packed their bags and went for gold, silver and bronze medals.

The evening, which began with dancers juggling sticks of fire, concluded with the Maccabiah flame being extinguished and a dazzling display of fireworks over the Old City walls. The clicking of camera shutters by embracing athletes, minutes away from boarding airplanes to points worldwide, captured lasting memories of Israel, Jerusalem and Jewish unity - all defining one of Israel's finest moments.

A Safe, First Place Finish for the 16th Maccabiah Games

"Shalom, Salem and Peace now" was sung by the attractive, young Israeli soldiers. They not only kept competitors and spectators safe in the week-long 16th Maccabiah Games, but also were a welcome addition to the entertainment extravaganza of the closing ceremony held in Jerusalem last night.

Amidst tight security, Prime Minister Ariel Sharon and Jerusalem Mayor Ehud Olmert addressed the crowd profusely thanking the athletes for their courage and support for Israel with Sharon reiterating twice that, "we need you".

Israel and the 3,000 athletes from 44 countries around the world united in what was more than just a normal sporting competition. Up until the last minute the government and Maccabiah organizers were still unsure whether the Games would be cancelled and safety was the prime issue.

However, the week-long competition was a great success and Chairman of the Maccabi World Union had another group to thank: "the round the clock services of the people who kept us safe," he said. The crowd agreed and the stadium filled with cheers and applause.

A group of tired but proud Israeli Border Guards on their way home to the north of the country sat in a restaurant eating pancakes and sipping coffee. One of the policemen, Ariel Segal was exhausted after a long day in Jerusalem but pleased with the outcome. One of Israel's real heroes, Segal said: "this was a special year for the Maccabiah but we were just doing our job. I feel good with what we all accomplished."

 




IDF PLANNING ON OPENING RECRUITING STATIONS WORLDWIDE

Jerusalem----July 20.....The Israeli Defense Forces are planning to open recruiting offices worldwide in preparation for the possibility of an all-out war, according to Israeli newspaper daily Yediot Ahronot.

IDF liaison offices are set to be opened in nine cities, including New York and Los Angeles, where more than 100,000 Israeli expatriates live. If a major crisis erupts, army recruiters will reach out to Israelis who live abroad or are vacationing, the paper said.

The Israeli military had no immediate comment on the report.

Through nearly 10 months of Palestinian-Israeli fighting, warnings have been heard that the conflict could escalate into a region-wide war. However, Israeli military intelligence and top commanders have been playing down the likelihood.

The paper reported that the recruiting stations are planned for cities where Israelis are known to gather, including New York and Los Angeles in the United States, Frankfurt, Paris, Amsterdam and London in Europe, Bangkok and Bombay in Asia, Johannesburg in Africa, as well as another city to be selected later, probably in South America.

IDF Lt. Col. Zaher Atef told the paper that recruitment of Israelis abroad would start only if the situation in the Middle East escalates to a lengthy confrontation.

"Our assumption, based on past experience during wars, is that Israelis tend to fly back home very quickly in times of crises," he said. "Organized recruiting stations, when and if they're needed, will make the task easier for them as well as for the army."

The paper said military officers are visiting Israeli embassies around the world to check if lists of Israeli soldiers and officers living abroad are up to date.

Jewish Underground Group Takes Responsibility for Killing Palestinians
Israel Conducts Manhunt for Jewish Extremists - Strongly Condemns Attack


Jerusalem----July 20......Jewish extremists have taken responsibility for a shooting attack last night near Hebron which killed three Palestinians and wounded four others.

The Committee for Road Safety, an organization with links to the banned Jewish terrorist group Kach, claimed responsibility for the attack. Judea and Samaria police spokesman Rafi Yafe said it is too early to ascertain that the perpetrators were indeed settlers.

Judea and Samaria police chief Cmdr. Shahar Ayalon said the attack was likely an act of revenge by Jews. Police set up roadblocks in the vicinity and a helicopter was scouring the open areas nearby, he said, noting that police had received most of their information from the Palestinian liaison office and were still at the site investigating.

The Prime Minister's Office issued a statement condemning the attack, saying that "the prime minister and the Israeli government condemn all forms of terror and violence, regardless of who committed them. We regret the loss of innocent lives." The statement said that "at present an investigation is under way, and we are unable to determine the identity of the perpetrators of the attack and the conditions surrounding it. We will spare no effort to bring the perpetrators to justice."

President Moshe Katsav strongly condemned the attack, and called on responsible leaders to take steps to prevent such despicable acts. "No one has the right to take the law into their own hands," he said.

The Council of Jewish Communities in Judea, Samaria, and the Gaza Strip issued a statement last night saying that if it is proven that Jews were responsible for the attack, it will condemn them and demand that the police carry out a swift investigation and find the perpetrators. "Such an act is forbidden morally and legally, and such acts can only damage the entire settlement effort," it said.

One Israeli soldier was wounded after Palestinians shot at soldiers near Beit Hadassah and later an Israeli woman was lightly hurt from a bullet ricochet as she worked with a group of young women to restore the ancient Jewish cemetery near Tel Rumeida. As soldiers accompanying the group returned fire, a bulletproof army jeep evacuated the woman to the Jewish enclave below, where she was transferred to an ambulance and taken to Hadassah-University Hospital in Jerusalem's Ein Kerem.

A Palestinian mortar shell landed inside Israel near the Karni crossing, shortly after Palestinians shot at a convoy of Israeli vehicles raveling between Karni and Netzarim. Shots were also fired at soldiers near the Sufa crossing at the entrance to the Gaza Strip.

In the West Bank last night shots were fired at an Egged bus 100 meters south of Halhoul and at an Israeli vehicle at Jatt intersection in Samaria. No one was hurt, but several bullets penetrated the vehicle.

Israel radio reported today that a 21-year-old woman was stabbed late last night in a terrorist attack by two Palestinians in Jerusalem's Gilo neighborhood. She sustained minor wounds in the attack.



TWO ISRAELIS MURDERED IN RAILROAD TERROR ATTACK

Jerusalem-----July 17.....Two young Israelis, one of them a woman, were killed last night in a suicide terrorist attack in the central, coastal city of Binyamina. At least eight civilians were wounded in the attack which took place near the entrance to the Binyamina railway station. Both Hanit Arami and Avi Ben Arush were serving in the IDF.

A car, apparently driven by a woman, that was seen dropping off the terrorist bomber, drove away from the scene. Police with the aid of helicopters are presently searching for the car.

Shortly after the brutal and barbaric murders, the Islamic Jihad (Party of God) organization claimed responsibility for the attack via Hizbullah's Manar television station, saying it was in retaliation for recent Israeli eliminations of Palestinian terrorists, including those belonging to Islamic Jihad.

Binyamina is a small village located between Tel Aviv and Haifa near the Israeli coast. The village is inside the pre-1967 borders.

The attack was a failed attempt to overshadow Israel's opening of the16th Maccabiah Games - or the "Jewish Olympics," in Jerusalem amid warnings of a Palestinian attack.

The Games went ahead as planned with a powerful, warm and dramatic opening ceremony at Jerusalem's Teddy Stadium. Israeli Prime Minister Ariel Sharon stated in his address to the 2,000 Jewish athletes and thousands of spectators: "Today another terrible crime of Palestinian terror has struck us," he told the thousands of athletes and spectators . Your arrival in Israel from the far corners of the earth is a testimony to the victory of the spirit of the ancient Maccabeans."

State Department spokesman Richard Boucher told reporters the U.S. calls upon "the Palestinian leadership to unambiguously condemn this heinous act and take steps to bring to justice those responsible for actions such as these."

Witnesses said the bomb attack left a devastating scene of carnage.

"He waited near the bus stop, and when he thought there were enough people, he blew himself up," northern Israeli police commander Yaakov Borovsky told Israel Radio.
